Dio is what is known as Hellspawn. Hellspawn are humans that harbor the soul and blood of a Hell Lord. Only one human within the bloodline may harbor the Hell Lord at one time and essentially are able to harness a portion of the lord’s power. There are only four Hell Lords in existence, Mephisto, Satannis, Beelzebub, and Lucifer. Mephisto is the Hell Lord that resides within Bryce.

Personality
When one encounters him for the first time, he appears to be extremely calm and gentle who stands at odds with actual fighting. In truth, this reserved and quiet personality is just a ruse that he uses to make those around him feel secure and to hide his true nature. Quick to be angered and easily annoyed, Dio is hot-headed and often tends to overreact to certain things. Something of a sadist, he is not above enjoying a good fight, and he often attacks his opponents in a very brutal fashion. He seems to thoroughly enjoy violence, as he toys with his opponents and fights with no regards for the safety of others. Despite his wild attitude, he does have a sense of honor and respects strength and determination. He also appears to be against the idea of needless killing, having opted to leave the defenseless alone as they posed no real threat or challenge to him.
He is highly resourceful, full of determination and possesses a certain disregard for rules. His strong-willed stubbornness can sometimes get in trouble as when he refuses to back down no matter what the situation. He lives his life by his own rules and has learned to ignore what other people think of him. In this reference he can be stubborn and willful about his personal opinions, sticking with his views no matter what everyone else might say. Dio is an arrogant and self-centered ego maniac, with little time for anyone beyond himself or his allies, making him a typical anti-hero or so he would say. He is dismissive in his manner of speech but, despite his personality, he is very devoted and protective towards his only friends, and would risk his life for them.

Neon - Dio operates the power of neon. Dio can emit, transmute, and reconfigure the make up of his own body to match that of Neon Light. The make up is roughly that of partial electric current running between a number of gases to produce a bright trail of light spread from the fingers. Neon, when fired, is produced as extremely bright luminescence and leaves a lingering light trail due to the dispersal of the electrified gas left behind. Dio can easily become Neon Light, usually under the premise of avoid damage as it turns the user into an intangible string of light and gases running at an incredible speed, during this erratic form of movement he is unable to attack in response. When acting as an emitter, Dio can weaponize neon for the purposes of burning, coils of restraint, singular blast controlling the density of each to distinguish light attack from heavy attack, and finally as operable grenades. In particular, the neon grenades produce more gas than a single stream or shot, when they detonate their area of effect will briefly encapsulate enemies in a bubble, suspended in animation for (about 5-9 seconds) a very brief window. Some additional effects to be noted, Dio cannot be hit by physical attacks while performing the dash, light and heavy attacks are better equipped for sniping at a distance, and grenades serve to subdue opponents for a follow up attack or to do a quick escape when outnumbered.

I would imagine this is replenish-able outside of not just demonic aura, but actual artificial light. The actual current when imbued with the gasses can give it a unique color or depending on the chemical the electrical current charges. His dash can also be seen (by definition) as a form of transmutation, where the entire body's composition changes to that of the elected material. I'd assume by simple terms, he becomes an intangible string of electrified gas, moving along at an abnormal pace as "speed of light" was not specified in particular.
As for Neon itself, it is a monatomic gas that is for the most part inert, but emits a bright glow when charged with an electrical current. Because it is a gas with an electric current passing through it, "heavy" and "light" attacks refer to the density of individual bursts when weaponized into bursts or beam-like applications. This is due to compression of the gas compacting itself and then emitted.
It makes more sense to treat a demon's qualities as a physical manifestation of their individual aura(s). I don't adorn the term "magic" in association simply because Aura is finite and replenish able through rest or consumption of perishables. This is just my opinion, but I treat everything I created for a species based on some kind of system akin to make the most probable amount of logic.
Demonic Prowess - Dio’s body is greatly enhanced due to the blood in his veins. Strength, Speed, and Agility are all enough to overpower average demons. His senses are acutely attuned to a superhuman level which also affects his reflexes to an exceptional degree. Regeneration is a suitable factor accompanied by the Hell Lord’s blood. Healing from minor and major wounds is possible depending on the affliction. Decapitation and overloading the healing factor are the most obvious ways to kill Dio. Durability comes at the least as he can survive attacks that naturally obliterate humans.
Longevity - Dio can live twice as long as a human. At 100 years old, he will still be in his physical prime. At age 21, he has stopped aging in appearance.

Dark Magic - Being that he can tap into Mephisto's power, it is dangerous to harness the Hell Lord's powerful magical abilities. Study in the occult presents Dio with an adequate knowledge on the magic forces that Mephisto could manipulate. Magical feats produced by Dio can tap him dry from just one conjuring or kill him in attempts to conjure a spell far surpass his rank.

Not much to say here
The vagueness behind the whole "turning into light and gas" really grinds my gears since light can naturally travel at... the speed of light. This with the regeneration thing is rubbing me the wrong way, however with demonic beings I consider moderate regeneration a standard thing. Unlike the major regenerations where you change your whole form entirely! (pause for laughter). Anyhow he seems strong enough to be like high up there on the demon roster, so that's why the dark magic thing seems off-base for me.
Demons and magic oddly enough don't pair with me. It seems like the equivalent of a bodybuilder learning theoretical physics and alchemy, not so much as being a renaissance man just weirdly covering your bases as to not get caught off-guard. Change up the whole light thing and explain it more thoroughly and either get rid of the dark magic thing (because your dude is fine without it) or list everything he can and can't do with it.
