So, after seeing all the people Data-Sora says he feels as though he's met them. Data-Naminé reveals that yes, two of them he has met.

Data-Sora has met Data-Roxas so that's one and then Data-Naminé, but as he's made from Sora's data, I thought it was meant to mean the real Sora has met them too.

Sora has met Roxas (KH2), Axel (KH2), Naminé (CoM & KH2), Aqua and seen Terra (BBS) and spoken with Ven's heart obviously (BBS) so that doesn't add up.

Maybe it was just meant to mean Data-Sora.

im pretty sure she meant terra, ven and aqua since Sora met terra and aqua on destiny island when he was a kid but never actually met ven, and she says that after showing data sora the image of terra, ven and aqua

Exactly this. You've probably noticed that out of all of these meetings, Ven was the only one he didn't meet physically. And it'd make sense as Namine also mentions that Sora shares a special bond with him.

Sora's met:

Ven (through the Station Awakening, but only his heart=BBS).
Aqua (BBS, physically on Destiny Islands).
Terra (BBS, physically on Destiny Islands).
Axel (Com and KHII, physically in C.O. first floor and thirteenth floor).
Roxas (KHII, physically in the Station of Awakening and mentally at the Alter of Naught).
Xion (never).
Namine (Com in C.O. and KHII at the Alter of Naught, both times physically).

And, real Sora probably doesn't even remember Terra or Aqua, he probably just thinks of them as some passerbies and he was only four at the time.
